September 16th & 17th. Saturday is 8:00 am Shotgun start at Indian Wells Resort (East Course) and Sunday is 7:00 am start at Tahquitz Creek (Resort Course).

How do the readers get a thread started on a topic? You missed a heated discussion initiated by Ralph regarding "cliques" and "their OWN rules" during play .... specifically, 'defining the cart path' ... and I wanted to get a discussion started amongst members ... ???

I spoke with the Director of Rules & Competition at the SCGA today, regarding the explanation of the cart path as an obstruction.

He said according to Rule 24/9, listed below, BARE DIRT or HARDPAN, are NOT considered an obstruction, from which relief may be taken. Unless marked as Ground Under Repair, the cart path must have some form of artificial surface, in order for a free drop to be taken.

Rule 24/9:Artificially-Surfaced Road or Path

A. A road or path to which any foreign material, e.g., concrete, tar, gravel, wood chips, etc., has been applied is artificially-surfaced and thus an obstruction.

Therefore, the bare DIRT areas of cart paths at Mountain View, should be played as the ball lies, without relief.

*So, PLAY IT AS IT LIES!

With the limited budget that Ralph has to work with he created the local ruling that would allow people to take relief from bare dirt with out the need for him to go around to every bare spot to mark them with white spray paint to deem the area "ground under repair"...Please confirm the local rule with Ralph at our next meeting or prior to teeing off the next time
